Tobacco Enforcement and Education Officer (.50 FTE POSITION)

Job Description:

Assure compliance to the City of Columbia's Code of Ordinances related to use of tobacco and tobacco related products by conducting audits, inspections, and educational services that pertain to the use of these products.
Essential Job Functions

  • Train and schedule youth buyers.
    • Establish and maintain a list of organizations that sell tobacco and tobacco products.
      • Conduct regular tobacco audits of establishments that sell tobacco products and keep records on establishments that sell these products.
        • Generate reports that compile all inspection and audit data assuring audit data is open to the public.

          Ancillary Job Functions
          • Attend legal proceedings regarding violations as needed.
            • Compile inspection and audit data. Analyze data and publish report.
              • Issue violation documents to tobacco retailers.
                • Work with the City prosecutor regarding establishments in violation of City ordinances through communications including reports and affidavits.
                  • Create and maintain accurate records.
                    • Provide education to retailers, staff and the general community.
                      • Serve on departmental work groups as requested.
                        • Perform other related duties as assigned.

                          Education and Experience - An equivalent combination of education, training and experience will be considered
                          • Bachelor's degree preferred.
                            • Certified Health Education Specialist preferred.
                              • One year of relevant experience.
                                • Must possess and maintain a valid driver's license and safe driving record
                                  Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
                                  • Knowledge of current principles, practices, and processes employed in tobacco education.
                                    • Thorough knowledge of psychological, socioeconomic, and cultural determinants of health.
                                      • Ability to plan, implement, and evaluate education for diverse populations.
                                        • Ability to communicate audit and inspection findings in an effective manner.
                                          • Ability to navigate and utilize the electronic health department records system.
                                            • Ability to provide guidance and train others including youth buyers on how to conduct tobacco audits and work with them to conduct the audits.
                                              • Ability to build and strengthen partnerships with local health leaders, schools, and community groups to establish goals, objectives, priorities, and performance measures.
                                                • Ability to work independently without direct supervision.
                                                  • Ability to use personal computer and standard word processing/spreadsheet applications.
                                                    • Ability to prepare surveys and statistical reports.
                                                      • Effective written and verbal communication skills.
                                                        • Effective customer service skills and ability to deal with conflict and confrontational customers.
                                                          Work Environment - Environmental or atmospheric conditions commonly associated with the performance of the functions of this job
                                                          • May be exposed to inclement outdoor weather and tobacco smoke.
                                                            • Exposed to moderate noise levels.

                                                                    • Must have clarity of vision and precise hand-eye coordination.
                                                                      • May be required to lift up to 10 pounds.
                                                                        • Regular attendance is a necessary and essential function.
